Cement business is growing stronger. Domestic cement demand is increase by 8-10%, while the national cement production capacity is limited so that there will be scarcity of cement availability. PT. Semen Indonesia (PT.SMI) build a new factory every year and acquire cement plants overseas: Thang Long (TLCC) Vietnam (2013). The acquisition was followed by preparing for expatriate employees. Only 14% from 80 people running the pre-assignment expatriation, are willing to continue the program in Vietnam more than 1 year. PT.SMI has not had management guidelines of the expatriation that could potentially interfere with the company’s effectiveness/performance. The purpose of this research is to design the expatriates international assignment of PT.SMI and improve the preparation process of PT.SMI’s expatriate. This study is a qualitative research with in-depth interviews, with a purposive sampling techniques and data analysis techniques including interview transcript, data reduction, data’s analysis-interpretation and triangulation. The results showed that expatriation management of PT.SMI to TLCC does not have standard guidelines. Expatriate international assignment design of PT.SMI that is generated from this research includes: pre-assignment, actual assignment and repatriation by taking the factors that contributing to its success expatriation PT.SMI in TLCC: motivation, communication and cooperation.
